You could file a complaint with the city. Which should get the owner to make it shut up. Otherwise I'd go with the gate idea.

I am pretty sure the dog has a right to bark as long as it is within reasonable hours (before 10pm). Since Xander has no fear of dogs, I worry that he is going to try to pet the dog and the dog will take his hand off. The joys of being a mother.
